Fellows’ Exchange Meeting
Wed 10 Feb 2021 – Fri 12 Feb 2021

Second Fellow Exchange Meeting

The Fellows meet virtually and exchange on topics such as the EU rule of law mechanism and elements of good governance

The re:constitution Fellows will come together for the second Fellow Exchange Meeting next week. Due to the ongoing mobility restrictions across Europe, we still do not have the opportunity to meet in person and are dependent on digital exchange formats once again.

We ensure that the Fellows get the most out of the online meetings by making it as interactive as possible to avoid “Zoom fatigue”.

In the run-up to next week's meeting we mobilised the Fellows so that we can look forward to three sessions that are designed by the Fellows for the Fellows:

    • Núria González Campañá will organise smaller group discussions on populism and the future of liberal democracy.
    • Matteo de Nes, Anna Damaskou and Amélie Jaques-Apke tie in with their re:constitution project and invite the Fellows to join a debate about checks & balances in the pandemic and the role of courts in making sure that the instruments to contain the pandemic are in line with democratic standards.
    • And Cecilia Rizcallah and Robin Gadbled have teamed up and will provide input on the meanings of the notion “structural” which is often used to refer to violations of the rule of law. It will be followed by a discussion among the Fellows.

We will also welcome interesting guest speakers who will share their experience and perspectives with the Fellows:

    • Gabor Halmai, European University Institute and Justyna Łacny, Warsaw University of Technology, will discuss the potential and challenges that come with the new Conditionality Regulation at EU Level during a panel debate.
    • Claire Luzia Leifert from the German Council on Foreign Relations introduces the concept of Good Governance to our Fellows in a workshop and will show in an interactive Design Thinking setting, how to develop projects aiming at strengthening this principle.
    • Finally, our project partner Democracy Reporting International is joining us again for a discussion about the connection between the European Court of Human Rights and rule of law inside the European Union.
